Sir J. Anderson,

The Prime Minister tells me that the War Office

is going to press for the reduction of the garrison in

Hong Kong. te says that the Foreign Office is agreealle

to this and that it is only our Governor who opposes it.

I spoke to Sir William Rees Davies generally on the

subject the other day. Fe told me that another

revolution in China was certain soon and that when it took

place the British in Canton would be in considerable

danger and want assistance. He also said that General

Velly is strongly against a y reduction in the number of

the troops.
